My laptop hard drive crashes every three weeks or so. Now, when I start it up, it does a long start in which it counts up the system RAM. How do I interrupt the windows system startup?

I am also often tempted to throw it into a swimming pool (some days more than most). If I give in to temptation one day, should I worry about electric shock?
