Oh I believe he spent the first month or two having to wait on building a cabinet and administration because he was tied up in the courts while Gore was re-writting the Constitution. Then had to go and replace all the "W" keys on every computer, then replace furniture that was stolen by previous administration, then had to get a briefing from all the Clinton leftovers that couldn't be verified because we had a wall, and no intel.
