Great Grand-daughter in Car

I can't believe that Great Grandma left a child in a car unattended.  Isn't that illegal, and for the power window to have closed on the child the car must have been left with the keys in the ignitiion and in the accessory position at the very least or actually running.  If I had left my kid in the car even for a second I would bet I'd be charged with neglect, child indangerment, abuse etc..
