Big Purple Horse

Would anyone be able to explain their opinion of the 32 foot tall purple horse in front of DIA?  Are you aware that it costs $350,000.00?  Where does funding like this come from?

My original thought was that it had something to do with the Denver Bronco, but it is too ugly to resemble that.  Maybe I find it less pleasing to the eye than most, but I would be curious to know everyone's opinion.
